Man at East Houston oil company arrested, charged with felony water pollution, according to HPD

HOUSTON, Texas (KTRK) — Houston police said they’ve recently arrested a man for water pollution. Investigators said he was allowing used oil from his business to spill into Buffalo Bayou.

Court documents reveal that 30-year-old Juan Louis Reyes had used oil tankers at his company, “Elite Oil Services.”

Detectives said back in August 2024, they learned through a search warrant that he allowed the oil to spill on his property on Munn Street, contaminating soil in a ditch outside the property, which led to City of Houston stormwater, feeding directly into Buffalo Bayou.

Court records show Reyes is now charged with water pollution.

As ABC13 reported back in September, investigators said the Houston-based Immacule Lab Corporation is also facing a felony water pollution charge for allegedly dumping lotion into White Oak Bayou.

Harris County Constable Pct. 1 said the company dumped 100 gallons of coconut oil.

Chemicals in the product killed nearby plants and were harmful to animals, according to investigators.

Law enforcement told ABC13 that people can face years in prison and thousands of dollars in fines for this type of crime.
