Video shows Harris County deputy Dung Hoang struggling to walk during field sobriety test


HARRIS COUNTY, Texas (KTRK) — A Harris County Sheriff’s Office sergeant was caught on video struggling to walk during a field sobriety test early Sunday, leading to his arrest on suspicion of driving while intoxicated.

Kevin Ray Adams, a witness at the scene, described watching Sergeant Dung “David” Hoang stumble as he left an extra job in full uniform at Mo’s Place in Katy. Adams said Hoang appeared severely off-balance and nearly fell multiple times.

“I noticed the cop walk in front of me but staggering and I thought maybe he had a medical issue,” Adams recalled. “Then he almost fell and then he did fall down, trying to get into his car. I thought, ‘Oh my God, he’s drunk. He’s wasted.'”

At first, Adams was going to let it go due to Hoang’s position and the potential danger, but then he decided to follow the sergeant and called 9-1-1 to report the situation. He said Hoang ran into his truck and then sped off on Kingsland Drive towards the Grand Parkway, driving recklessly, hitting curbs, and sliding across the road.

Deputies eventually caught up and stopped Hoang, relocating the traffic stop to a safer area. Adams said the sergeant, who was driving a white Tesla with a paper tag that had expired in 2022, was finally given a field sobriety test.

“It just felt really strange because I knew everyone knew him. They were like, ‘Oh my God, it’s David,'” Adams said. “He could barely walk.”

Tuesday, the Harris County Sheriff’s Office did not respond to a request for comment about Adams’ account. On Monday, the office confirmed that Hoang was arrested for DWI, a misdemeanor offense given that it was his first arrest of this kind. Hoang, who has worked for HCSO for 24 years, 22 as an officer, was released on bond and has been relieved of duty pending further investigation, HCSO said.

Neither Hoang nor Mo’s Place has commented on the incident.
